The author presents Ion C. Brătianu's conceptions and ideas about Romanian foreign policy in the seventies of the 19 century, before the Russian-Turkish war (1877-1878) who became for Romanians the Independence War.
The article has two parts: in the first part the author presents the foreign politicy of the Conservative Government and than, in the second part, Ion C. Brătianu's ideas.
His attitude concerning the Romanians' foreign policy is reduced like that Romania must take no sides and maintains the international statute specified in the Paris Treaty of Peace (1856).
